Lessons from Germany’s Green Industrial Policy

This seminar explored what can be learned from Germany’s experience with green industrial policy, focusing on how policy design shapes firm behaviour, innovation trajectories, and competitiveness. Speakers examined how public demand, regulation, and targeted support mechanisms have influenced the development and diffusion of green technologies.
Rather than presenting Germany as a model to be replicated wholesale, the discussion highlighted transferable lessons on instrument choice, coordination, and sequencing. Particular attention was given to how industrial policy can support decarbonisation while maintaining industrial strength and fostering innovation. The seminar contributed to broader debates on how countries can design green industrial strategies that are both effective and inclusive in different institutional contexts.
